Movement of aircraft on taxiway "S" is subject to a speed restriction of 15 kt (knots) due to the narrow width and proximity to movable obstacles on the parallel service road; LIMITATIONS: 01- The ACFT subject to air transport schedules (REGISTRY) will comply, in landings and takeoffs, with the traffic sequencing established by the ATS agency; 02- Only ACFT that can use both RWY for takeoff and landing can operate. Except for regular domestic passenger flights and ACFT transporting sick people and vital organs; 03- The operation of fixed-wing ACFT will only be permitted with two pilots, except for CAT TPP ACFT, as long as it is operated by an airline pilot (PLA); 04- Non-regular domestic PAX (charter) flights will only be AUTH on SAT, SUN and HOL or outside of peak MOV hours at the discretion of the aeronautical authority. In order to allow ACFT ready for DEP in the upcoming HR close to the closure of the AD, APCH ACFT may be suspended that have not yet reached the basic assistance of the procedure in order to ensure landing in Congonhas until 01:45 UTC. The final approach for landing on RWY 17 should be executed with caution due to the existence of downdrafts near the runway threshold. Special ATC PROC: 01- Due to the need for TFC flow in the TMA SP and/or AD, the activation and TAX sequence will be given by the GNDC São Paulo; 02- At times of high TFC density, it will be required that ACFT perform their DEP and ARR OPS with the MNM possible time of occupancy of the RWY in use; 03- APP São Paulo will be able to vector the ACFT in FLT IFR for visual APCH whenever the MET conditions are equal to or above 5KM VIS and 1000FT of ceiling. In this situation, the FPL IFR of the ACFT will be maintained until the pilot in command declares visual CTC with the RWY in use; 04- In ARR OPS, pilots will not report to the TWR São Paulo the landing gear condition. EXC situations of EMERG in reference to its lowering and/or locking. Special operating conditions: The ACFT carrying out regular PAX flights that cannot OPR on the auxiliary RWY should inform this COND to the TWR at the first contact. In Instrument Meteorological Conditions (IMC), taxi operations of aircraft with reference code letter "B" on taxiway "S" are prohibited, while there is landing or takeoff operation of aircraft classified with reference code number 1 or 2 on the landing and take-off runway 17L/35R. While there is operation of Code 3 aircraft on runway 17L/35R, the use of taxiway "S" by aircraft is prohibited. Aircraft movement on taxiway "N" is subject to a speed limit of 15 kt (knots) due to its separation from taxiway "M" and the safety line of parking area 3. OBS operating area SIMUL of ACFT and HEL in the FNA of RWY 17 in São Paulo/ Congonhas (Helicopter Control Area), described and regulated in AIP Brazil SBSP AD 2.22(Procedures for VFR flights within the CTR and VFR routes within the CTR). Composite separation can be applied in the final APRX of RWY 17 and/or TKOF ramp of RWY 35 at São Paulo Congonhas (SBSP), between ACFT IFR and HEL VFR in flight in the HEL control area. Minimum composite separation to be employed: 2.5NMx500FT. The airport can be regularly used by any aircraft compatible with the reference code 4C or lower; Runway 17R/35L - Reference code: 4C; - Runway end 17R: Day/Night VFR and CAT I Day/Night IFR Precision; and - Runway end 35L: Day/Night VFR and CAT I Day/Night IFR Precision; Runway 17L/35R - Reference code: 2B - Runway end 17L: Day/Night VFR and Day/Night Non-Precision IFR; and - Runway end 35R: Day/Night VFR and Day/Night Non-Precision IFR; OPS of ACFT with RCD number from AD 3 on RWY 17L/35R only in Visual Meteorological Conditions (VMC). Due to the need for prior slot request, via Central Integrada de Slots, through the phone number (21) 2174-7500, activated by NOTAM. When in the service of the State (domestic or foreign) AD AVBL for OPR LAND/TKOF INTL requiring prior communication to the airport administration and from it to ANAC, with a minimum notice of 24 hours (considering weekends and national holidays) AD not usable as an alternative The activation of the APU from ACFT or GPU, within the operating hours of the AD, will only be allowed in areas determined by the AD administration. As long as the ACFT operator requests the services of the ATS organs and the administration of the AD, with a MNM advance of 40 minutes, and presents to the Civil Aviation Section of the AD of Congonhas (SAC-SP) the documents duly proving the nature of the operation before DEP or after LDG, the operation will be allowed BTN 0200/0900 UTC to the ACFT: 01- carrying or destined to transport seriously ill or injured; 02- transporting vital organs for human transplant; 03- engaged in SAR operation; or 04- in MIL operation, as defined by the competent authority. In order to allow the departure of ACFT ready for DEP at times close to the closing of the AD, APCH ACFT that have not yet reached the basic aid of the PROC may be suspended, with the purpose of ensuring LDG at SBSP TIL 0145 UTC. The TWR SÃO PAULO will not inform the DEP time to the ACFT. Instructions regarding the frequency of the next station to be called after the DEP and, if necessary, supplementary instructions, will be issued together with the take-off AUTH. Except in exceptional situations, the ACFTs should maintain the TWR's FREQ until crossing the THR opposite to the DEP's RWY.
