Requirements by Operation Type

Private/GA flights need ANAC authorization and DECEA flight plan approval. Recommend 5 days lead time.

Non-scheduled flights require ANAC HOTRAN authorization, minimum 5 business days. DECEA AIS clearance also needed.

Covered by bilateral agreements via ANAC. Slots required at congested airports (GRU, CGH, SDU, BSB).

Overflight Permit

Remarks:

No formal overflight permit required. Foreign non-commercial aircraft must register an Overflight Notice through ANAC's computerized system. The system is automatic -- does not generate an authorization number; a confirmation email is sent without Agency interaction. A single technical landing is also covered by the overflight notification alone.

Landing Permit

  • Required: Conditional
  • Authority: ANAC / DECEA
  • Lead Time: 24 hours (AVANAC for multi-airport); Part 135 charter: allow 5+ business days
  • Validity: Part 135 charter permits: 60 days (renewable every 60 days); AVANAC: per schedule
  • Fees: Landing/parking fees per airport
Remarks:

Private single-airport (first landing at international airport): covered by overflight notification -- no AVANAC needed. For movement to a second airport within Brazil: AVANAC (ANAC Flight Authorization) required, submitted at least 24 hours before estimated landing. First landing must be at an international airport. AVANAC must be validated with Customs via TEAT (Termo de Entrada e Admissao Temporaria). Part 135 charter permits valid 60 days with renewal option.
