Requirements by Operation Type

Private flights require SHGM authorization, 3 business days for overflight, 5 for landing.

Non-scheduled flights require SHGM permit, 5 business days. Apply via Turkish NOTAM office.

Bilateral agreements via SHGM (Directorate General of Civil Aviation). Well-connected hub.

Overflight Permit

  • Required: Conditional
  • Authority: SHGM Air Transport Department
  • Lead Time: 48 working hours minimum. General aviation flights adhering to ECAC guidelines may be exempt.
  • Validity: -24/+72 hours from initially requested schedule.
  • Fees: No CAA processing fees for permit issuance. Air navigation charges billed directly to operator via Eurocontrol CRCO.
Remarks:

Overflight permits required for most foreign aircraft. ECAC-compliant general aviation flights may be exempt from the permit requirement. Applications filed through the SHBYS (Web-based Civil Aviation Information Management System) and via AFTN. Permit valid -24/+72 hours from requested schedule. Turkey is NOT an EU/EASA member state but is an ECAC member.

Application Process:

1. Register in the SHBYS (Web-based Civil Aviation Information Management System) via a Turkish representative 2. Submit overflight request through SHBYS and/or AFTN at least 48 working hours before departure 3. Required information: aircraft type/registration, operator details, crew list, route details, entry/exit points in Turkish airspace, altitude, estimated times 4. ECAC-compliant GA flights may be exempt — verify current AIP Gen 1.2 5. No CAA processing fees 6. Permit valid -24/+72 hours from requested schedule 7. Navigation charges billed via Eurocontrol CRCO

Landing Permit

  • Required: Yes
  • Authority: SHGM Air Transport Department
  • Lead Time: 2-3 working days (standard). Emergency/air ambulance: possible within hours with complete documentation.
  • Validity: Per flight, with -24/+72 hour window from scheduled time.

Remarks:

Landing permits are MANDATORY for ALL flights to land at any Turkish airport — including private non-revenue, charter, scheduled, and cargo operations. This is one of the strictest permit regimes in Europe. Full documentation required. Operators must register in the SHBYS system through a Turkish-based representative or contracted Representative, Surveillance and Management Organization. EASA TCO is NOT required (Turkey is not an EU/EASA state), but Turkish DGCA has its own safety oversight requirements.

Application Process:

1. Emergency/air ambulance flights: expedited processing possible within hours 3. Cabotage

No — strictly enforced. Foreign operators cannot conduct domestic Turkish commercial flights.

General Remarks

One of the strictest permit regimes in Europe — landing permits mandatory for ALL flights including private. SHBYS online system required (operators need Turkish representative). Turkey is ECAC member but NOT EU/EASA — does not require EASA TCO but has its own safety requirements. Growing business aviation hub with excellent Istanbul facilities. Permit valid -24/+72 hours provides flexibility.
