Landing Permit

Remarks:

NEW REGULATION EFFECTIVE FEBRUARY 1, 2026 (ANR-129): Foreign Operator's Permit (FOP) required for ALL foreign AOC holders conducting CAT or aerial work into Singapore, INCLUDING non-revenue flights under their AOC. 28-day application timeline is NON-NEGOTIABLE. Penalty: S$20,000 per violation. EXEMPT: Private Part 91 operators flying non-commercial without AOC. Also exempt: emergency landings, overflights, maintenance runs without pax/cargo. FOP holders must appoint designated representative to liaise with CAAS. Changi (WSSS): slot clearance request 72 hours before to Changi Slot Coordinator. Seletar (WSSL): submit flight details 7 calendar days to 1 day prior (by 1400 UTC).

Application Process:

FOR PRIVATE PART 91 (no AOC): 1. No landing permit required 2. Obtain airport slot: Changi -- 72h before via Slot Coordinator; Seletar -- 7 days to 1 day prior by 1400 UTC FOR AOC HOLDERS (CHARTER/CAT) -- ANR-129 FOP (effective Feb 1, 2026): 1. Submit FOP application to CAAS at least 28 calendar days before (non-negotiable) 2. Provide: valid AOC, operations specifications, insurance, safety documentation 3. CAAS evaluates: operational capability, safety performance; may request additional info or conduct site visit (1-5 days) 4. Appoint designated representative to liaise with CAAS 5. General Remarks

MAJOR REGULATORY CHANGE February 2026: ANR-129 replaces previous ANO framework. 28-day FOP timeline is the key constraint for charter/AOC operations. Private Part 91 operators are exempt from FOP. Changi (WSSS) and Seletar (WSSL) are the two airports. Seletar is the dedicated GA/bizav airport with excellent facilities.
