Overflight Permit

EU-registered aircraft: no overflight permit required. Non-EU operators from ICAO contracting states: overflight generally permitted but notification to ANAC required. Operators from non-ICAO contracting states: must submit authorization request to ANAC at least 5 working days before intended operation using the form available on the ANAC website.

Landing Permit

- Lead Time: 4-5 working days (charter, standard). Non-EU operators from non-ICAO states: 5 working days. Military side of LPPT: 2 weeks advance request.
- Validity: Per flight or per series.
- Fees: No published ANAC permit processing fee. ANA Aeroportos de Portugal landing, parking, and handling fees apply at all airports.
EU-registered carriers: no landing permit needed under EU Reg 1008/2008. Non-EU charter (non-scheduled commercial) operators: landing permit ALWAYS required, except for technical stops where passengers/crew do not embark or disembark. Private non-revenue: generally no permit needed. For operations to the military side of Lisbon (LPPT Figo Maduro): charter permits must be requested 2 weeks in advance. Private non-revenue and air ambulance: 2 business days lead time. EASA TCO required for non-EU commercial operators.

MADEIRA/AZORES: Funchal (LPMA) — challenging approach, check crew qualifications. Ponta Delgada (LPPD) for Azores.
Cabotage
No — EU carriers only under EU Reg 1008/2008. Non-EU operators cannot conduct domestic Portuguese commercial flights (including between mainland and Madeira/Azores).
General Remarks
Portugal is EU/Schengen. EASA TCO mandatory for non-EU commercial ops. Cascais (LPCS) is the preferred business aviation airport near Lisbon. Military side of Lisbon requires 2-week advance notice.
