Requirements by Operation Type

Private non-revenue flights generally do not require landing permits. Standard Schengen entry procedures apply.

Third-country carriers require "Single Permission" from ULC President for 1-9 non-scheduled commercial flights. Series permissions also available for larger programs.

Covered by bilateral air service agreements. EU carriers operate freely under EU Regulation 1008/2008.

Landing Permit

  • Authority: President of the Civil Aviation Authority of Poland (ULC) - Traffic Rights Division
  • Lead Time: 3 working days before the first flight
  • Validity: Per flight or series (1-9 flights per single permission)
  • Fees: No CAA processing fee; standard airport and PANSA navigation charges apply
Remarks:

Required for third-country carriers (non-EEA/non-Switzerland) performing non-scheduled commercial flights to/from or within Poland. The "Single Permission" covers 1-9 flights.

Application Process:

Submit application to ULC Traffic Rights Division at least 3 working days before the first flight. Include AOC with Operations Specifications, insurance, charter agreement, airworthiness certificate, noise certificate, and EASA TCO authorization.

Cabotage

Prohibited for non-EU carriers. EU carriers may operate cabotage under EU Regulation 1008/2008.

General Remarks

Poland is an EU and Schengen member state. ULC is the competent authority. PANSA (Polish Air Navigation Services Agency) provides ATC services. EASA TCO required for third-country commercial operators.
