Requirements by Operation Type

Private and corporate flights require full permits. Same 72-hour lead time and documentation requirements as non-scheduled operations.

All non-scheduled flights require prior PACA permission with 72-hour minimum lead time. Comprehensive documentation required.

Scheduled services operate under bilateral agreements with designated carrier approvals.

Overflight Permit

  • Fees: Route navigation facility charges apply; no separate permit processing fee
Remarks:

All non-scheduled aircraft overflying Oman must quote permit number on each flight plan. Permission required for all non-scheduled flights into, from, or over Oman territory whether or not for taking on or discharging passengers, cargo, or mail.

Application Process:

Submit application to PACA at least 72 hours before intended overflight. Provide operator name and address, aircraft type and MTOW, registration marks, ACAS-II availability, callsign, IATA code, dates/times, entry/exit points within Muscat FIR, purpose of flight, passenger numbers, crew names, and copies of valid aircraft documents.

Landing Permit

  • Lead Time: Minimum 72 hours in advance of intended landing
  • Validity: +72 hours from approved flight date
  • Fees: Landing and parking fees apply at Muscat International and Salalah airports
Remarks:

Non-scheduled flights must include embarkation/disembarkation points, purpose of flight, and charterer details if applicable.

Application Process:

Submit application to PACA with full operator details, aircraft documentation, crew list, flight itinerary, charterer information, passenger/cargo details, and valid copies of AOC, COR, COA, and insurance.

Cabotage

Not permitted for foreign operators

General Remarks

Oman has a large FIR (Muscat FIR - OOMM). PACA requires detailed documentation for all non-scheduled flights. Serviceable ACAS-II and transponder must be noted in applications.
