Requirements by Operation Type

Private flights generally exempt. Non-Schengen customs applies for some origins.

Non-EEA non-scheduled flights need CAA Norway permit, 3 business days.

EEA member: EU single market rules apply for EU/EEA carriers.

Overflight Permit

  • Required: Conditional
  • Authority: CAA Norway (Luftfartstilsynet)
  • Lead Time: 2 working days (non-community/non-EU/EEA carriers). EU/EEA: no permit.
  • Validity: Per flight.
  • Fees: Eurocontrol en-route charges via Avinor. No separate CAA processing fee.
Remarks:

EU/EEA-licensed carriers: no overflight permit required — free movement under EU Reg 1008/2008 (Norway is EEA). Non-community (non-EU/EEA) carriers: must apply for overflight authorization to CAA Norway at traffic@caa.no no later than 2 working days before operation. Norway is part of the Eurocontrol route charges system.

Application Process:

1. EU/EEA CARRIERS: file ICAO flight plan, no overflight permit needed 2. NON-EU/EEA CARRIERS: a) Submit overflight application to CAA Norway at traffic@caa.no b) Submit at least 2 working days before planned operation c) Provide: operator details, aircraft type/registration, route, timing, purpose 3. Eurocontrol en-route charges via Avinor billed through CRCO

Landing Permit

  • Required: Conditional
  • Authority: CAA Norway (Luftfartstilsynet)
  • Lead Time: 2 working days (non-EU/EEA non-scheduled). EU/EEA carriers: no permit needed.
  • Validity: Per operation.
  • Fees: No CAA permit processing fee. Avinor airport-specific landing, parking, and handling fees. Eurocontrol en-route charges.
Remarks:

EU/EEA-licensed carriers: no landing permit needed — entitled to operate any route within EU/EEA without prior permission under EU Reg 1008/2008 / EEA Agreement. Non-EU/EEA non-scheduled flights: must apply for traffic rights authorization from CAA Norway. Non-EU/EEA scheduled flights: separate bilateral agreement process. Private non-revenue by non-EU aircraft: application still required. First/last landing/departure in Norway must be at an international airport (customs/immigration requirement) unless exemption granted. EASA TCO required for non-EU commercial operators (Norway applies EASA regulations via EEA Agreement).

Application Process:

1. EU/EEA CARRIERS: no permit needed, file flight plan 2. NON-EU/EEA NON-SCHEDULED: a) Submit traffic rights application to CAA Norway at traffic@caa.no b) Submit at least 2 working days before operation c) Required documents: AOC, insurance certificate, aircraft documentation, EASA TCO authorization d) First landing in / last departure from Norway must be at an international airport unless customs/immigration exemption granted 3. PRIVATE NON-REVENUE (non-EU aircraft): application to CAA Norway still required — submit to traffic@caa.no 4. SLOTS: Oslo Gardermoen (ENGM) is Level 3 coordinated 5. BUSINESS AVIATION: Oslo Gardermoen (ENGM) is main hub. Bergen (ENBR), Stavanger (ENZV) also available. 6. ARCTIC OPERATIONS: Northern Norwegian airports may have limited services — plan handler in advance

Cabotage

No — only EU/EEA-licensed carriers may operate domestic Norwegian routes commercially. Non-EU operators cannot conduct cabotage.

General Remarks

Norway is EEA/Schengen member (NOT EU). EU/EEA carriers enjoy full market access. EASA regulations apply via EEA Agreement — TCO required for non-EU commercial operators. Non-EU private flights also require CAA Norway authorization. International airport requirement for first/last Norwegian port of call. Arctic/northern airports may have limited handling availability.
