Requirements by Operation Type

Private non-revenue flights generally do not require landing permits. Must land at/depart from international airports. Standard Schengen entry procedures apply.

Non-EU carriers need permission from the Minister. Assessment considers impact on scheduled services viability and prevention of unhealthy competition. All flights must use international airports.

Covered by bilateral air service agreements. EU carriers operate freely under EU Regulation 1008/2008.

Remarks:

Landing Permit

Remarks:

Required for non-EU carriers performing non-scheduled commercial flights. Permission granted if transport is evidently intended to meet demand not met by scheduled services. EU carriers exempt for intra-EU operations.

Application Process:

Submit application to the Ministry of Infrastructure and Water Management / ILT at least 5 working days before the flight. Include AOC, insurance, EASA TCO authorization, flight schedule, and aircraft details. Aircraft must first land at or depart from an international airport.

Cabotage

Prohibited for non-EU carriers. EU carriers may operate cabotage under EU Regulation 1008/2008.

General Remarks

Netherlands is an EU and Schengen member state. All flights must land at or depart from international airports. Caribbean Netherlands (Bonaire, St. Eustatius, Saba) have separate aviation regulations.
