Requirements by Operation Type

Private non-revenue flights generally do not require specific permits. Standard Schengen entry procedures apply.

Charter flights require permission from Aviation Department of the Ministry of Transport. Small aircraft (10 pax or less, MTOM 5,700 kg or less) taxi flights exempt.

Covered by bilateral air service agreements. EU carriers operate freely under EU Regulation 1008/2008.

Remarks:

No authorization required for operations only overflying Latvia without a planned landing. Transit flights without landing are exempt.

Application Process:

No application required. File ICAO flight plan via AFTN/CFMU.

Landing Permit

  • Required: Conditional
  • Authority: Aviation Department, Ministry of Transport of Latvia
  • Lead Time: 3 working days for single/short series (up to 4 flights in 2 months); 45 working days for longer series
  • Validity: Per flight or series as specified
  • Fees: No CAA processing fee; standard airport and navigation charges apply
Remarks:

Required for charter flights to/from Latvia. Exempt: transit without landing, emergency flights, taxi flights (irregular commercial pax flights with 10 pax or less and MTOM 5,700 kg or less), and small cargo flights (MTOM 5,700 kg or less).

Application Process:

Submit charter flight application to the Aviation Department of the Ministry of Transport at least 3 working days before single/short series flights or 45 working days before longer series.

Cabotage

Prohibited for non-EU carriers. EU carriers may operate cabotage under EU Regulation 1008/2008.
