Requirements by Operation Type

Private flights require advance notification. Good GA infrastructure at GMP and smaller airports.

Non-scheduled flights require MOLIT permit, 5 business days.

Bilateral agreements via MOLIT/KOCA.

Overflight Permit

Remarks:

Foreign operators (commercial, non-commercial, private) must submit application to ATMO. PERMIT NUMBER IN FLIGHT PLAN: must be filed in Item 18 as 'RMK/ ROK OVERFLIGHT ATFMC-[permit number]'. ATMO contact: overflight@korea.kr or +82-53-668-0256.

Landing Permit

  • Lead Time: 2 business days (official); submit as early as possible
  • Validity: +24 hours from approved schedule
  • Fees: No CAA processing fees; standard landing/parking/navigation fees
Remarks:

All aircraft landing must first land at designated international airport (typically Incheon RKSI). Airport slots required. All entry requires landing permits AND airport slots -- request both well in advance.

Application Process:

1. Submit landing permit request to KOCA/MOLIT as early as possible (minimum 2 business days) 2. Apply for airport slot at designated international airport (typically Incheon RKSI) 3. Provide: aircraft documentation, insurance, AOC (charter), crew details 4. First landing must be at designated international airport 5. No CAA processing fees; pay standard landing/parking fees 6. Incheon (RKSI) is the main international airport. Gimpo (RKSS) handles some GA operations. Permit number MUST be included in flight plan Item 18 -- this is unique to South Korea and critical for compliance.
