Requirements by Operation Type
Prior permission required for private flights. Standard 48-hour lead time applies for private non-commercial operations.
Prior permission required. Apply at least 15 working days before the flight for non-scheduled commercial operations. Slot restrictions at all international airports.
Governed by bilateral air service agreements. Seasonal block permits available for scheduled airlines.
Overflight Permit

- Fees: No CAA processing fees; route navigation facility charges apply
AFTN must be included in flight plan. Item 18 of flight plan must include approved overflight permission number. SSCA working hours 0100Z to 1000Z.
Apply to SSCA Air Transport Department with full flight details including name/address/nationality of owner, aircraft type/registration/call sign, pilot and crew names, purpose of flight, complete route, passenger names/nationalities, cargo type/amount.
Landing Permit

- Lead Time: 15 working days for non-scheduled commercial flights; 48 hours minimum for other operations
- Validity: 72 hours from initial requested schedule
- Fees: No CAA processing fees; landing and parking charges apply at airport level
All three international airports (Phnom Penh, Siem Reap, Sihanoukville) are slot restricted. Slot approval required before landing permit can be issued.
Non-scheduled commercial flights must apply to SSCA at least 15 working days prior. Submit complete flight details and aircraft documentation. Slot requests must be coordinated separately with airport authorities.
Cabotage
Not permitted for foreign operators
General Remarks
Cambodia has been tightening landing permit lead times for business aviation. All international airports are slot controlled. Operators should plan well in advance for non-scheduled commercial flights.
