Required for ALL business aviation flights (private and charter). CRITICAL: Landing permit applications MUST be submitted through a local ground handling agent -- cannot be submitted directly to CARC. Handling and refueling arrangements must be included in application. PALMS system (palms.jcaa.aero) is the permit management portal.
