Working hours 1200Z-2000Z. Applications must be submitted via PALMS (Permits & Licence Management System) client portal. Aircraft from IASTA signatory states may transit per Air Transit Agreement provisions.
Apply via PALMS portal (palms.jcaa.aero) to Director of Economic Regulation. Submit flight schedule, entry/exit points, ATC route, passenger details, and aircraft documents (AOC, COA, COI, CON, COR).
Landing Permit

- Fees: Landing and parking charges apply
Prior permission required for all types: private, charter, scheduled, non-scheduled, cargo, technical or traffic landings. Civil aircraft from IASTA signatory states may land per Air Transit Agreement for fuel stops or emergencies.
Apply via PALMS portal (palms.jcaa.aero). Provide full flight details, crew information, and aircraft documentation.
Cabotage
Restricted. Domestic air transport subject to Jamaican Civil Aviation Act.
General Remarks
Jamaica uses the PALMS online system for all permit applications. The Air Transit Agreement may provide simplified procedures for aircraft from signatory states for fuel stops or emergencies.
