Overflight Permit

  • Required: Conditional
  • Authority: ENAC Air Transport Development Division
  • Lead Time: 3 working days (non-EU operators). EU/EASA-state operators: no permit needed.
  • Validity: 28 continuous days maximum for non-EASA state aircraft.
  • Fees: Eurocontrol en-route charges. No separate CAA processing fee for overflight notification.
Remarks:

EU/EASA-state aircraft: no overflight permit required. Non-EU operators: must notify ENAC at least 3 working days before entering Italian airspace using the application form submitted to overflights@enac.gov.it. Aircraft from non-EASA member states need specific ENAC authorization, limited to 28 continuous days. All aircraft must comply with ICAO Annex 8 airworthiness standards.

Application Process:

1. EU/EASA-STATE AIRCRAFT: file ICAO flight plan, no additional permit needed 2. NON-EU/NON-EASA OPERATORS: a) Download ENAC overflight application form from https://www.enac.gov.it/en/air-transport/traffic-rights/authorization-and-notification/non-eu-carriers-overflight-of-italian/ b) Submit completed form to overflights@enac.gov.it at least 3 working days before entry c) Authorization limited to 28 continuous days for non-EASA state aircraft d) Aircraft must comply with ICAO Annex 8 airworthiness standards 3. Eurocontrol en-route charges billed automatically via CRCO

Landing Permit

  • Required: Conditional
  • Authority: ENAC Air Transport Development Division
  • Lead Time: 20 business days (annual/blanket charter permit for known operators). 45 business days (first-time operators or those not operating in Italy in last 2 IATA seasons). 5 business days (single-flight permit). 15 business days (series of flights).
  • Validity: Annual blanket charter permit: 12 months (covers entire fleet if all aircraft on EASA TCO). Single flight: per flight. Must be renewed before expiry — ENAC will not consider permit valid if insurance lapses.
  • Fees: No published separate CAA permit processing fee. Airport-specific landing, parking, and handling fees. Eurocontrol terminal charges at major airports.
Remarks:

EU-registered carriers: no landing permit needed. Non-EU charter (non-scheduled commercial) flights: landing permit ALWAYS required, including for air taxi operations (aircraft <=19 pax seats). Private non-revenue: generally no permit needed, but non-revenue flights by non-EU aircraft are more openly exempt from cabotage restrictions in Italy. Charter blanket permit covers operator's entire fleet. Insurance certificate MUST be in ENAC-specific format and verbiage — generic EU insurance format will be REJECTED. Charter landing permit specifies which Airports of Entry (AOEs) you may use. EASA TCO mandatory for all non-EU commercial operators.

Application Process:

1. EU CARRIERS: no landing permit needed, file flight plan 2. NON-EU CHARTER/COMMERCIAL: a) Submit application on ENAC standard form 'Application for Traffic Rights' to charter.permits@enac.gov.it b) FIRST-TIME OPERATORS (or not operating Italy in last 2 IATA seasons): - Allow 45 business days processing time - Submit: Foreign Operator Questionnaire (FOQ) validated by home aeronautical authority (exception: US, Canada, Turkey operators exempt from FOQ validation) - AOC with operations specifications - Certificate of Registration, Airworthiness, and Noise Certificate - ACAS II and EGPWS equipment confirmation - Insurance certificate in ENAC-specific format (generic EU format REJECTED) - EASA TCO authorization (or proof of pending application — ENAC will verify with EASA) c) KNOWN OPERATORS: 20 business days for annual blanket permit renewal d) SINGLE FLIGHT: 5 business days lead time e) SERIES OF FLIGHTS: 15 business days lead time f) Insurance must remain valid throughout permit period — submit renewal BEFORE expiry g) Blanket permit specifies authorized Airports of Entry (AOEs) 3. PRIVATE NON-REVENUE: generally no permit needed 4. ENAC processes permits Mon-Fri, 0900-1700 local time 5. SLOTS: coordinated airports include Roma Fiumicino (LIRF), Milano Linate (LIML), Milano Malpensa (LIMC), Napoli (LIRN), Venezia (LIPZ). Ciampino (LIRA) is the primary Rome business aviation airport. 6. NOISE: Milan Linate has strict noise monitoring. Ciampino has Chapter 3/4 restrictions.

Cabotage

No — strictly enforced for commercial operations. Italy is among the more open-minded EU members in exempting non-revenue flights from cabotage restrictions. Non-EU operators cannot carry passengers commercially between two Italian domestic points.

General Remarks

Longest permit processing times in Western Europe (45 business days for first-time non-EU operators). ENAC-specific insurance format is mandatory — generic EU certificates rejected. EASA TCO required for commercial operations. Milano Linate (LIML) and Roma Ciampino (LIRA) are primary business aviation airports. Cabotage more relaxed for non-revenue flights than other EU states.
