Requirements by Operation Type

Private flights require full overflight and landing permits. Same documentation requirements as commercial operations.

All non-scheduled flights require prior permission with 48-72 hour lead time. Strict documentation requirements including full crew and passenger details.

Scheduled operations require bilateral agreements and ICAA approval. All flights require permits regardless of scheduled status.

Overflight Permit

  • Fees: No CAA processing fees for permit issuance; route navigation facility charges apply
Remarks:

Prior permission required for all flights regardless of type (private, charter, scheduled, non-scheduled, passenger, or cargo). ICAA operates 24 hours. Permit number must be included in Item 18 of flight plan.

Application Process:

Submit application to ICAA at least 48-72 working hours before departure. Provide aircraft registration, airworthiness certificates, pilot licenses, crew details, flight schedule, entry/exit points, and ATC route information.

Landing Permit

  • Validity: +72 hours from initial requested schedule
  • Fees: Landing and parking fees apply; route navigation charges for approach and departure
Remarks:

All landings require prior permission. Passenger and cargo manifests required. Security clearances may be required for certain nationalities.

Application Process:

Submit application to ICAA with full documentation including aircraft certificates, crew details, passenger/cargo manifests, insurance, and flight schedule. Security vetting may be required.

Cabotage

Strictly prohibited for foreign operators

General Remarks

Iraq airspace has historically had restrictions and NOTAMs due to security concerns. FAA has issued SFARs restricting certain U.S. operator flights. Operators should check current NOTAMs and airspace advisories before planning routes through Iraqi airspace.
