Requirements by Operation Type

Private flights from non-Schengen countries must transmit general declaration with flight plan and passenger identity information to Hungarian Police before take-off.

Third-country carriers require prior authorization for non-scheduled commercial flights. Air ambulance can operate with prior notification and subsequent TCO application within 10 working days.

Covered by bilateral air service agreements. EU carriers operate freely under EU Regulation 1008/2008.

Remarks:

No authorization required for transit flights across Hungarian territory for IASTA contracting states. EASA TCO authorization not required for operators only overflying without a planned landing.

Landing Permit

Remarks:

Required for non-EU carriers performing non-scheduled commercial flights. EU carriers exempt for intra-EU operations. Non-commercial flights from non-ICAO or non-bilateral agreement states also require permission.

Application Process:

Submit application to the Department of Aviation at least 5 working days before the flight. Include AOC, insurance, EASA TCO authorization, and flight details. Air ambulance missions require prior notification with subsequent TCO application within 10 working days.

Cabotage

Prohibited for non-EU carriers. EU carriers may operate cabotage under EU Regulation 1008/2008.

General Remarks

Hungary is an EU and Schengen member state. HungaroControl provides air navigation services. Private flights from non-Schengen states must provide passenger details to police. EASA TCO required for third-country commercial operations.
