Requirements by Operation Type
Private non-revenue flights generally do not require specific authorization. Standard Schengen entry procedures apply.
Prior authorization from CCAA required for non-scheduled charter flights except small aircraft (10 pax or less, MTOM 5,700 kg or less). EASA TCO authorization needed for third-country operators.
Covered by bilateral air service agreements. EU carriers operate freely under EU Regulation 1008/2008.

Required for non-scheduled charter flights into or from Croatia, except for aircraft with 10 or fewer passenger seats or cargo aircraft with MTOM 5,700 kg or less or cargo space not exceeding 300 kg. EU carriers exempt for intra-EU.
Submit application to CCAA. Include AOC, insurance, EASA TCO authorization (for third-country operators per EU Regulation 452/2014), and flight details.
Cabotage
Prohibited for non-EU carriers. EU carriers may operate cabotage under EU Regulation 1008/2008.
