Requirements by Operation Type

Non-EU private operators follow the same permit procedures as charter flights. EU-registered private aircraft are generally exempt.

Non-EU operators must apply 5 working days ahead. Extensive documentation required. Local representative mandatory. Same procedures for private non-revenue and charter PPRs.

Covered by bilateral air service agreements. EU carriers operate freely under EU Regulation 1008/2008.

Remarks:

No overflight permit required for civil flights. Greece is part of the Eurocontrol system. Special restrictions may apply near FIR boundaries with Turkey.

No application required. File ICAO flight plan via AFTN/CFMU.

Landing Permit

  • Fees: No CAA processing fee; standard airport and navigation charges apply
Remarks:

Required for non-EU registered aircraft operators performing non-scheduled commercial flights. EU-registered aircraft exempt. A local legal representative (e.g. handling agent) must be nominated. Technical stops and ambulance flights exempt.

Application Process:

Submit application with full documentation to HCAA at least 5 working days before flight. Nominate a locally established legal representative. Submit full passenger manifest to airport authorities through nominated agent.

Cabotage

Prohibited for non-EU carriers. EU carriers may operate cabotage under EU Regulation 1008/2008.

General Remarks

Greece is an EU and Schengen member state. Extensive landing permit requirements for non-EU operators. Local legal representative required. Island airports may have additional slot coordination requirements during peak season.
