Requirements by Operation Type

Private non-revenue flights from ICAO contracting states do not require specific permits. Standard Schengen entry procedures apply.

Third-country carriers need operating permit from Traficom. Article 5 Chicago Convention exemptions apply to non-scheduled non-commercial flights.

Covered by bilateral air service agreements. EU carriers operate freely under EU Regulation 1008/2008. IASTA member state provisions apply.

Remarks:

No overflight permit required under the International Air Services Transit Agreement (Chicago 1944). Non-scheduled operations over Finnish territory do not need prior permission based on Chicago Convention Article 5.

No application required. File ICAO flight plan via AFTN/CFMU.

Landing Permit

  • Fees: No CAA processing fee; standard airport and Eurocontrol charges apply
Remarks:

Third-country air carriers always need an operating permit for non-scheduled air services between Finland and a third country. EU carriers exempt for intra-EU operations.

Application Process:

Submit application to Traficom Aviation Division at least 5 working days before the flight. Include AOC, insurance, EASA TCO authorization, flight schedule, and aircraft details. Office hours Mon-Fri 08:00-16:15 local time.

Cabotage

Prohibited for non-EU carriers. EU carriers may operate cabotage under EU Regulation 1008/2008.
