Requirements by Operation Type
Private flights require permits with same lead times. Purpose of flight must be clearly stated.
All non-scheduled flights require prior permit. 72 working hours lead time. Landing permits only during office hours.
Scheduled services governed by bilateral agreements. Ethiopian Airlines is the dominant carrier.
Overflight Permit

- Fees: USD 40 CAA processing fee; air navigation fees charged for all transits
Required for all foreign aircraft transiting Ethiopian airspace. Permits processed 24/7 but may take longer outside office hours. Any outstanding nav fees to Ethiopia will result in permit denial. Confirmation number must be placed in remarks section 18 of flight plan. Flights to/from or over Eritrea will be denied.
Submit application to ECAA Air Transport Department at least 72 working hours prior with detailed flight plan, aircraft details, crew qualifications, and purpose of flight.
Landing Permit

- Fees: Air navigation fees included in landing fee; USD 40 processing fee
Landing permits only processed during normal office hours Mon-Fri 0800-1700 local. Flights to/from Eritrea or Israel will be denied permits. Purpose of flight must be clearly stated. Air ambulance and short-notice overflight permits can be processed outside office hours.
Submit application to ECAA with flight plan, aircraft registration/type/capacity, crew qualifications, and clear purpose statement.

General Remarks
Flights to/from Eritrea or Israel will be denied permits. Overflight permits processed outside office hours but landing permits strictly Mon-Fri 0800-1700 local. Addis Ababa Bole (HAAB) is the primary airport for bizav. No airport slots or PPR currently required at any Ethiopian airport, but slots may become mandatory at HAAB due to increasing traffic. Outstanding nav fee debts will block all permit approvals. USD 40 CAA processing fee applies to both overflight and landing permits.
