Requirements by Operation Type
Private flights require permits with same lead times. Purpose of flight must be clearly stated.
All non-scheduled flights require prior permit. 72 working hours lead time. Landing permits only during office hours.
Scheduled services governed by bilateral agreements. Ethiopian Airlines is the dominant carrier.
Overflight Permit

Overflight requests processed outside normal office hours. Not required for over-water routes not overflying landmass. Not required for Djibouti arrivals/departures on airway G667.
Submit application to ECAA Air Transport Department at least 72 working hours prior with detailed flight plan, aircraft details, crew qualifications, and purpose of flight.

Landing permits only processed during normal office hours Mon-Fri 0800-1700 local. Flights to/from Eritrea will be denied. Flights to/from Israel strictly prohibited.
Submit application to ECAA with flight plan, aircraft registration/type/capacity, crew qualifications, and clear purpose statement.
Cabotage
Prohibited for foreign operators
