Requirements by Operation Type

Private non-revenue flights generally do not require specific permits. Standard customs/immigration procedures apply.

Third-country carriers require permits from DCA. Apply at least 48 hours in advance. DCA operates 24 hours.

Covered by bilateral air service agreements. EU carriers operate freely under EU Regulation 1008/2008.

Overflight Permit

Remarks:

Overflight permit required for non-scheduled commercial flights by third-country operators. Permit number must be included in Item 18 of the flight plan.

Application Process:

Submit application to the Department of Civil Aviation Air Transport Section at least 48 hours before departure. Include flight details, operator, and aircraft information.

Landing Permit

Remarks:

Required for non-EU carriers performing non-scheduled commercial flights. EU carriers operating intra-EU are exempt. Technical stops and ambulance flights may be exempt.

Submit application to DCA at least 48 hours before departure. Include AOC, insurance certificate, EASA TCO authorization, and flight details.

Cabotage

Prohibited for non-EU carriers. EU carriers may operate cabotage under EU Regulation 1008/2008.

General Remarks

Cyprus is an EU member state but not a Schengen member. DCA operates 24 hours. Note: Northern Cyprus airspace is subject to separate restrictions.
